Need help understanding Maytag refrigerator/freezer problem, and advice

Going to purposely leave out some context for the sake of not biasing potential responses, but am happy to answer further questions.

Basically I've got an older model Maytag side-by-side refrigerator with ice maker and water dispenser.

Many years ago, after a power outage, the ice maker and dispenser stopped working. We rarely used those features anyway, so we just switched to an ice tray and a filtered pitcher. A couple years later, another storm, and the ice maker and dispenser start working again. It's been so long, though, that we decide just to keep ignoring them.

Fast forward a few more years to now. Things appear to be… wonky. For example, the freezer side has leaked twice, randomly. A technician could not reproduce it. On the fridge side, the produce drawers seem to be freezing the food. But a technician got normal temperature readings.

He did note that the water reservoir is frozen and needs to be defrosted. He said because of how the air circulates, that could be putting frost on the food. (Though he didn't sound certain.) He also gave me an estimate ($650) for repairing the water dispenser and ice maker. I was unclear whether any of this would cause or address the issues experienced.

Actually, here are the exact notes from the most recent service call:

Disassembled freezer section. Verified full frost pattern. Verified that the evap fan is working. Verified temp of refrigerator and verified all temps in range. Water dispenser and ice maker not getting water. Water Reservoir is frozen and would need defrosted.

Can anyone give me some insight into what's happening? Is this thing just getting too old? Do I need a second opinion? Or am I better off spending that money on a new fridge?
